AI and the EU AI Act: What Professionals Must Know
The EU AI Act is the most significant piece of artificial intelligence regulation anywhere in the world. If you work in Europe, use AI tools at work, or do business with European customers, this law directly affects you. It is not optional, it is not coming later, and the penalties for getting it wrong are severe.
Yet most professionals have only a vague idea of what the EU AI Act actually says. The full regulation runs to hundreds of pages of dense legal text. News coverage tends to focus on dramatic headlines about banned AI systems without explaining what the law means for an ordinary business or employee.
This guide cuts through that. We explain the EU AI Act in plain language: what it requires, who it affects, when the deadlines hit, and what you need to do now. Whether you are a manager in Germany, a small business owner in Spain, or a public sector worker in Ireland, the practical steps are largely the same.

What Is the EU AI Act?
The EU AI Act (officially Regulation (EU) 2024/1689) is a comprehensive legal framework governing how artificial intelligence systems are developed, deployed, and used within the European Union. It was formally adopted in June 2024 and entered into force on 1 August 2024.
Think of it as the AI equivalent of GDPR. Just as GDPR created a single set of data protection rules across all EU member states, the AI Act creates a single set of rules for artificial intelligence. And just as GDPR eventually influenced privacy law worldwide, the EU AI Act is already shaping AI regulation globally.
The law applies to anyone who develops, deploys, or uses AI systems within the EU — regardless of where the AI provider is based. An American company selling AI software to a French business must comply. A German manufacturer using an AI quality-control system must comply. A Polish local authority using AI to process planning applications must comply.
The core principle is straightforward: the riskier the AI application, the stricter the rules. This is known as the risk-based approach, and it is the backbone of the entire regulation.
Why Does It Exist?
The EU AI Act exists because AI technology advanced far faster than any country's legal framework could keep up with. By the early 2020s, AI systems were making consequential decisions about people's lives — who gets a loan, which CVs get shortlisted, how long a prison sentence should be, whether a benefits claim gets approved — with minimal oversight or accountability.
Several high-profile cases demonstrated the risks. In the Netherlands, the childcare benefits scandal (toeslagenaffaire) saw an algorithm wrongly flag thousands of families for fraud, with devastating consequences. Across Europe, concerns grew about AI-powered surveillance, biased hiring tools, and opaque decision-making in public services.
The European Commission proposed the AI Act in April 2021, and after extensive negotiation between the European Parliament and Council, the final text was agreed in December 2023. It represents Europe's answer to a fundamental question: how do we get the benefits of AI without the harms?
The Timeline: Key Dates You Cannot Ignore
The EU AI Act does not all apply at once. It follows a phased timeline, with different provisions taking effect at different points. Here are the dates that matter:
Already in Effect
- 1 August 2024: The AI Act entered into force. The clock started ticking on all deadlines from this date.
- 2 February 2025: Prohibitions on unacceptable-risk AI practices became enforceable. If you are operating a banned AI system, you are already in breach of the law.
- 2 February 2025: Article 4 — the AI literacy obligation — also took effect. Organisations using AI must ensure their staff have sufficient AI literacy. This is already a legal requirement, not a future one.
Coming in 2025
- 2 August 2025: Rules on general-purpose AI (GPAI) models take effect. This covers foundation models like GPT-4, Claude, Gemini, and similar systems. Providers of these models must meet transparency requirements, and those deemed to pose systemic risk face additional obligations.
- 2 August 2025: EU member states must designate their national competent authorities — the bodies that will enforce the AI Act in each country. Governance structures must also be established by this date.
Coming in 2026
- 2 August 2026: The bulk of the regulation applies, including all obligations for high-risk AI systems. This is the big deadline. Providers and deployers of high-risk AI must have their compliance frameworks, risk management systems, technical documentation, and human oversight measures in place.
Coming in 2027
- 2 August 2027: Obligations for high-risk AI systems that are safety components of products covered by existing EU product safety legislation (such as medical devices, machinery, and aviation systems) become enforceable.
The critical point for most professionals is this: the AI literacy obligation and the bans on unacceptable-risk practices are already law. The high-risk system rules arrive in August 2026. That is not far away.
The Four Risk Categories Explained
The entire EU AI Act is built around a four-tier risk classification. Every AI system falls into one of these categories, and the category determines what rules apply.
1. Unacceptable Risk — Banned Outright
Some AI applications are considered so dangerous or so fundamentally incompatible with European values that they are simply prohibited. Since 2 February 2025, the following are illegal in the EU:
- Social scoring by public authorities: AI systems that evaluate or classify people based on their social behaviour or personal characteristics, leading to detrimental treatment. Think China's social credit system — that cannot happen in Europe.
- Exploitation of vulnerabilities: AI systems that deliberately exploit the vulnerabilities of specific groups — children, elderly people, or people with disabilities — to manipulate their behaviour in ways that cause harm.
- Real-time remote biometric identification in public spaces: Using AI-powered facial recognition to identify people in real time in public areas for law enforcement purposes, with narrow exceptions for specific serious crimes subject to judicial authorisation.
- Emotion recognition in workplaces and schools: AI systems that attempt to infer the emotions of employees at work or students in educational settings are prohibited.
- Untargeted scraping for facial recognition databases: Building or expanding facial recognition databases by indiscriminately scraping images from the internet or CCTV footage.
- Subliminal manipulation: AI techniques that deploy subliminal elements beyond a person's consciousness to materially distort behaviour in a way that causes or is likely to cause harm.
- Biometric categorisation by sensitive attributes: AI systems that categorise people based on biometric data to infer race, political opinions, trade union membership, religious beliefs, sex life, or sexual orientation.
- Predictive policing based solely on profiling: Using AI to make risk assessments of individuals purely based on profiling or personality traits, predicting the likelihood of committing a criminal offence.
If your organisation is using any AI system that falls into these categories, you must stop immediately. There is no transition period — these bans are already active.
2. High Risk — Permitted but Heavily Regulated
High-risk AI systems are legal, but subject to extensive compliance requirements. These are AI applications in areas where getting it wrong has serious consequences for people's rights, health, or safety.
The AI Act defines two main categories of high-risk systems:
AI systems used as safety components of regulated products — including medical devices, vehicles, aircraft, lifts, machinery, toys, and other products that already require EU conformity assessment (CE marking). If your product requires CE marking and it contains an AI component, that AI component is high-risk.
Standalone AI systems used in sensitive areas — specifically listed in Annex III of the regulation:
- Biometric identification and categorisation: Remote biometric identification systems (not the banned real-time law enforcement ones, but other biometric ID uses).
- Critical infrastructure management: AI systems used to manage and operate road traffic, water supply, gas, heating, and electricity. A German energy utility using AI to manage its power grid, for instance, would fall here.
- Education and vocational training: AI used to determine access to education, evaluate learning outcomes, or assess the appropriate level of education for an individual. University admissions AI, automated essay grading, and student assessment tools all qualify.
- Employment, worker management, and access to self-employment: AI used for CV screening, job interview evaluation, recruitment decisions, task allocation, and performance monitoring. This is one of the biggest categories — millions of European companies use some form of AI in HR.
- Access to essential services: AI used to evaluate creditworthiness, set insurance premiums, or assess eligibility for public benefits and services. Banks, insurers, and government agencies across the EU are directly affected.
- Law enforcement: AI used for risk assessment, polygraph or emotion detection (where not outright banned), evidence evaluation, and predicting the occurrence of criminal offences.
- Migration, asylum, and border control: AI used for risk assessments, document authenticity verification, and processing asylum or visa applications.
- Administration of justice and democratic processes: AI used to assist judicial authorities in researching, interpreting, and applying the law.
For high-risk systems, the obligations are substantial. Providers must implement risk management systems, ensure data quality, maintain extensive technical documentation, provide transparency to users, enable human oversight, and ensure accuracy, robustness, and cybersecurity. We detail these obligations below.
3. Limited Risk — Transparency Requirements
Limited-risk AI systems are subject to specific transparency obligations, but not the full compliance framework of high-risk systems. The key rule here is disclosure: people must know they are interacting with AI.
This category covers:
- Chatbots and conversational AI: If a customer is speaking to an AI chatbot on your website, they must be told it is not a human. This applies across all customer-facing AI interactions.
- Deepfakes and AI-generated content: Any image, audio, or video that has been artificially generated or manipulated must be labelled as such. This includes AI-generated marketing images, synthetic voices, and manipulated video.
- Emotion recognition systems: Where emotion recognition is permitted (outside the banned workplace/school contexts), users must be informed that such a system is in operation.
- Biometric categorisation: Where biometric categorisation is permitted (outside the banned sensitive-attribute categories), users must be notified.
In practical terms, if you are using a chatbot on your company website, you need a clear notice that the customer is interacting with an AI system. If you are using AI to generate marketing images, those images need to be identifiable as AI-generated. These are relatively simple requirements, but they are legally binding.
4. Minimal Risk — No Specific Obligations
The vast majority of AI systems fall into the minimal-risk category. These are AI applications that pose negligible risk to people's rights or safety. They are not subject to any specific obligations under the AI Act, though providers are encouraged to voluntarily adopt codes of conduct.
Examples include:
- AI-powered spam filters
- AI features in video games
- AI-enabled inventory management systems
- AI spelling and grammar checkers
- AI-powered search and recommendation engines (in most contexts)
Even for minimal-risk systems, the AI literacy obligation under Article 4 still applies. Your staff still need to understand the AI tools they are using, even if the tools themselves are low-risk.
Who Exactly Does the EU AI Act Affect?
The AI Act defines several roles, each with different obligations:
Providers
A provider is anyone who develops an AI system (or has one developed) and places it on the market or puts it into service under their own name or trademark. This includes technology companies, software vendors, and any business that builds AI tools. If your company develops an AI-powered product and sells or deploys it, you are a provider.
Providers carry the heaviest obligations: conformity assessment, technical documentation, risk management, post-market monitoring, and incident reporting.
Deployers
A deployer is anyone who uses an AI system under their own authority, except for personal non-professional use. Most European businesses are deployers. If your company uses an AI recruitment tool, an AI customer service chatbot, or an AI-powered analytics platform, you are a deployer.
Deployers must use high-risk AI systems in accordance with the provider's instructions, ensure human oversight, monitor the system's operation, and keep logs. They must also carry out a fundamental rights impact assessment before deploying certain high-risk AI systems.
Importers and Distributors
If you import AI systems from outside the EU for sale in European markets, or distribute AI systems without modifying them, you have specific obligations to verify that the provider has met their compliance requirements.
All Organisations Using AI
Regardless of your specific role, if your organisation uses AI in any capacity, you are subject to the Article 4 AI literacy obligation. This applies universally, not just to providers and deployers of high-risk systems.
Article 4: The AI Literacy Obligation
Article 4 deserves special attention because it affects virtually every organisation in Europe, and it is already in force.
The text states that providers and deployers of AI systems shall take measures to ensure, to the best extent possible, a sufficient level of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education, and training, as well as the context in which the AI systems are to be used and the persons or groups of persons on whom the AI systems are to be used.
In plain language: if your people use AI, they need to understand what they are using. This is not about making everyone a data scientist. It is about ensuring that anyone who uses, supervises, or is affected by AI systems has an appropriate level of understanding.
What Does "Sufficient AI Literacy" Mean in Practice?
The regulation does not prescribe a specific training programme or number of hours. What constitutes "sufficient" depends on context:
- A marketing assistant using ChatGPT for content drafting needs to understand how large language models work at a basic level, what they can and cannot do, the risk of hallucinations, data privacy implications, and when human review is necessary.
- A HR manager overseeing an AI recruitment tool needs deeper understanding: how the system makes its assessments, what bias looks like, when to override the system's recommendations, and how to ensure fair treatment of candidates.
- A hospital administrator deploying an AI triage system needs to understand the clinical implications, error rates, patient safety considerations, and the regulatory status of the system as a medical device.
The principle is proportionality. The more consequential the AI application, the deeper the literacy requirement.
How Are EU Countries Approaching AI Literacy?
Member states are taking different approaches to enforcing Article 4, though the obligation itself is uniform across the EU:
- Germany has been proactive, with the Federal Ministry for Economic Affairs supporting AI competence initiatives through the KI-Campus platform and integrating AI literacy into existing vocational training (Berufsbildung) frameworks. German industry associations (IHK, Handwerkskammern) are developing AI competence guidelines for their sectors.
- France has leveraged its existing CPF (Compte Personnel de Formation) system, making AI literacy training accessible through the individual training account that most French employees hold. The French data protection authority (CNIL) has published practical guidance on AI system deployment.
- The Netherlands established an AI algorithm register for government use of AI systems, creating transparency that supports the literacy objective. Dutch regulatory guidance emphasises practical understanding over theoretical knowledge.
- Spain was among the first EU countries to establish a national AI supervisory authority (AESIA), and has published sector-specific guidance on AI literacy expectations.
- Italy has focused on AI literacy within its public administration, with the Agency for Digital Italy (AgID) publishing guidelines for responsible AI adoption in government services.
Regardless of which member state you operate in, the practical advice is the same: train your people. Structured AI training that covers how AI works, its limitations, and responsible use practices is the most direct way to meet Article 4. Obligations for High-Risk AI Systems
If your organisation provides or deploys a high-risk AI system, the compliance requirements are substantial. Here is what you need to have in place by 2 August 2026:
For Providers (Developers)
- Risk management system: A continuous, iterative process throughout the AI system's lifecycle. You must identify and analyse known and foreseeable risks, estimate and evaluate risks that may emerge when the system is used as intended, and adopt suitable risk management measures.
- Data governance: Training, validation, and testing datasets must meet quality criteria. Data must be relevant, representative, free of errors (to the extent possible), and appropriately complete for the intended purpose.
- Technical documentation: Detailed documentation drawn up before the system is placed on the market, demonstrating compliance. This must be kept up to date throughout the system's lifecycle.
- Record-keeping (logging): High-risk AI systems must include automatic logging capabilities to ensure traceability of the system's functioning throughout its lifecycle.
- Transparency and information to deployers: Systems must be accompanied by clear instructions for use, including the provider's identity, the system's intended purpose, its level of accuracy, and any known risks.
- Human oversight: Systems must be designed to allow effective oversight by humans during the period of use, including the ability to understand the system's capacities and limitations, to correctly interpret outputs, and to decide not to use the system or to override, reverse, or stop it.
- Accuracy, robustness, and cybersecurity: Systems must achieve appropriate levels of accuracy and be resilient to errors, faults, and attempts at manipulation by unauthorised third parties.
- Conformity assessment: Before placing a high-risk AI system on the market, providers must carry out a conformity assessment to demonstrate compliance with all requirements. For certain systems, this requires assessment by a notified body (an independent third-party auditor).
- EU declaration of conformity: Providers must draw up a written declaration confirming that the system meets all requirements and affix the CE marking.
- Registration: High-risk AI systems must be registered in the EU database for high-risk AI systems before being placed on the market.
- Post-market monitoring: Providers must establish and document a post-market monitoring system, proportionate to the nature of the AI system and the level of risk.
- Serious incident reporting: Any serious incident must be reported to the relevant market surveillance authority immediately and in any event within 15 days of becoming aware of it.
For Deployers (Users of High-Risk AI)
- Use in accordance with instructions: You must use the AI system according to the provider's instructions for use.
- Human oversight: Assign competent, trained individuals to oversee the AI system's operation.
- Input data relevance: Ensure that input data is relevant and sufficiently representative for the system's intended purpose.
- Monitor operation: Monitor the AI system's functioning and inform the provider or distributor of any risks or incidents.
- Maintain logs: Keep the logs automatically generated by the high-risk AI system, to the extent that these are within your control, for at least six months.
- Fundamental rights impact assessment: Before deploying certain high-risk AI systems (those in areas like law enforcement, migration, essential services, and employment), carry out an assessment of the system's impact on fundamental rights.
- Inform affected individuals: People subject to decisions made with the assistance of high-risk AI systems have a right to an explanation of the role the AI played in the decision-making process.
Penalties for Non-Compliance
The EU AI Act has teeth. The penalty structure is modelled on GDPR, with fines calibrated to be genuinely deterrent even for large corporations:
- Using a prohibited AI practice: Up to €35 million or 7% of total worldwide annual turnover, whichever is higher.
- Non-compliance with high-risk system obligations: Up to €15 million or 3% of total worldwide annual turnover, whichever is higher.
- Supplying incorrect or misleading information to authorities: Up to €7.5 million or 1.5% of total worldwide annual turnover, whichever is higher.
For SMEs and startups, the regulation provides for proportionally lower caps, but the fines remain significant. A small company with €2 million annual turnover could still face fines of up to €140,000 for high-risk non-compliance or up to €7.5 million for operating a banned AI practice.
Beyond fines, national authorities can order the withdrawal of non-compliant AI systems from the market, require modifications, or restrict the system's availability. The reputational damage of a public enforcement action can be as costly as the fine itself.
The message is clear: compliance is not optional, and the cost of non-compliance vastly exceeds the cost of getting it right.
How the EU AI Act Compares to GDPR
Many professionals already have experience with GDPR compliance, so it is useful to understand how the AI Act compares:

There are important differences. GDPR focuses on personal data; the AI Act applies to all AI systems, even those that do not process personal data. A supply chain optimisation AI that makes decisions about logistics (not people) could still be high-risk under the AI Act if it manages critical infrastructure.
Where the two regulations overlap — AI systems that process personal data — both apply simultaneously. You must comply with GDPR's data protection requirements AND the AI Act's AI-specific obligations. For example, an AI recruitment system must meet GDPR requirements for processing candidates' personal data AND the AI Act's high-risk system requirements for employment-related AI.
The good news is that organisations with mature GDPR compliance programmes have a head start. The disciplines of documentation, impact assessment, accountability, and systematic risk management transfer directly to AI Act compliance. The AI Act builds on GDPR's foundation rather than contradicting it.
General-Purpose AI (GPAI) Rules
The AI Act includes specific provisions for general-purpose AI models — the large foundation models (such as GPT-4, Claude, Gemini, Llama, and Mistral) that can be used for many different tasks. These rules take effect on 2 August 2025.
All GPAI Model Providers Must:
- Maintain and make available technical documentation about the model, including its training process and evaluation results
- Provide information and documentation to downstream providers who integrate the model into their own AI systems
- Implement a policy to comply with EU copyright law, including the text and data mining provisions of the Copyright Directive
- Publish a sufficiently detailed summary of the content used to train the model
GPAI Models With Systemic Risk Must Additionally:
- Perform model evaluations, including adversarial testing (red-teaming)
- Assess and mitigate possible systemic risks
- Track, document, and report serious incidents to the EU AI Office and national authorities
- Ensure adequate cybersecurity protections
A GPAI model is deemed to pose systemic risk if it has high-impact capabilities or if the cumulative amount of computing power used for its training exceeds 10^25 FLOPs (floating point operations). In practice, this currently captures only the largest frontier models from a handful of providers.
For most professionals, the GPAI rules are relevant in one key way: when you use tools built on top of these models (like ChatGPT, Microsoft Copilot, or Google Gemini for Workspace), the upstream model provider has compliance obligations that flow down to you as a deployer. You should verify that the AI tools you use are provided by companies that are meeting their GPAI obligations.
What Professionals Need to Do Now
Regardless of your role or industry, here is a practical, prioritised action plan:
Immediate Actions (Do These Now)
- Conduct an AI inventory. List every AI system your organisation uses, from enterprise platforms to small tools individual employees have adopted. You cannot comply with a regulation if you do not know what AI you are using. Include AI features embedded in existing software — many organisations are surprised by how much AI is already in their Microsoft 365, Salesforce, SAP, or Google Workspace deployments.
- Check against the prohibited list. Review your AI inventory against the banned practices listed above. If anything matches, stop using it immediately. Pay particular attention to emotion recognition in workplace monitoring and any AI that scores or categorises people in ways that could be considered social scoring.
- Start AI literacy training. Article 4 is already enforceable. Begin training your staff on AI fundamentals, responsible use, and the basics of the EU AI Act. Before August 2026 (For High-Risk AI Users)
- Classify your AI systems. For each AI system in your inventory, determine its risk category. If you use AI in recruitment, credit scoring, education, critical infrastructure, or any other Annex III area, you likely have high-risk systems.
- Engage your AI providers. Contact the vendors of any high-risk AI systems you use. Ask them about their compliance roadmap, conformity assessment plans, and the documentation they will provide. As a deployer, your compliance partially depends on your providers meeting their obligations.
- Implement human oversight. For high-risk systems, ensure you have trained individuals who can oversee the AI's operation, understand its outputs, and intervene when necessary. Document these oversight arrangements.
- Conduct a fundamental rights impact assessment. If you deploy high-risk AI in employment, essential services, law enforcement, migration, or public services, you must assess the impact on the fundamental rights of the people affected.
- Establish logging and monitoring. Ensure you can capture and retain the logs generated by your high-risk AI systems. Set up processes to monitor the system's performance and detect issues.
- Create an incident reporting process. Know how to report serious incidents to your national competent authority within the required timeframes.
Ongoing
- Stay informed. The EU AI Act will be supplemented by delegated acts, implementing acts, harmonised standards, and guidance from the EU AI Office. The regulatory landscape will continue to evolve. Follow official EU sources and your national competent authority for updates.
- Update your training. AI literacy is not a one-off checkbox exercise. As AI technology and regulation evolve, your training programmes need to keep pace. Build AI literacy into your regular professional development cycle.
- Document everything. Compliance is demonstrated through documentation. Keep records of your AI inventory, risk assessments, training activities, oversight arrangements, and any decisions made about AI deployment.

The AI Act's impact varies significantly by sector. Here are considerations for some of the most affected industries:
Financial Services
Banks, insurers, and financial institutions are among the most heavily impacted. AI used for credit scoring, insurance premium calculation, fraud detection, and customer risk assessment falls squarely into the high-risk category. European financial regulators — the ECB, EBA, EIOPA, and national authorities — are already issuing guidance on AI governance that dovetails with the AI Act. Financial institutions in Frankfurt, Paris, Dublin, and Amsterdam should expect coordinated supervisory attention.
Healthcare
AI in healthcare faces a dual regulatory burden: the AI Act and the Medical Device Regulation (MDR). AI-powered diagnostic tools, treatment recommendation systems, and clinical decision support systems are high-risk under both frameworks. Any AI used in recruitment, performance management, workforce planning, or employee monitoring is high-risk. This includes popular tools for CV screening, video interview analysis, and automated candidate ranking. HR departments across Europe need to audit their technology stack and ensure their AI tools meet compliance requirements. Many widely-used HR tech platforms have already begun publishing their AI Act compliance roadmaps.
Public Sector
Government agencies face the strictest scrutiny. AI used in social benefits administration, law enforcement, border control, and public service delivery is high-risk and subject to both the fundamental rights impact assessment and heightened transparency requirements. The prohibition on social scoring applies specifically to public authorities. Several EU countries — notably the Netherlands, France, and Finland — have already established AI transparency registers for public sector AI use.
Education
AI used in student admissions, assessment, learning analytics, and educational access decisions is high-risk. Universities, vocational training providers, and schools adopting AI-powered learning platforms need to classify these systems and prepare for compliance. The prohibition on emotion recognition in educational settings is also immediately relevant for institutions considering AI-based student engagement monitoring.

It is tempting to view the EU AI Act purely as a compliance burden. But the most forward-thinking organisations are treating it as a strategic opportunity.
Good AI governance builds trust. When customers, employees, and stakeholders know that your organisation uses AI responsibly, transparently, and in compliance with the law, that trust becomes a competitive advantage. In a market where AI scandals make headlines, being able to demonstrate robust AI governance differentiates you.

Common Misconceptions
Before we finish, let us address some of the most common misunderstandings about the EU AI Act:
"It only applies to tech companies." No. It applies to anyone who develops, deploys, or uses AI systems in the EU. A bakery chain using AI for demand forecasting, a law firm using AI for document review, a construction company using AI for safety monitoring — all are within scope.
"It does not apply to us because we are a small business." The AI Act applies regardless of company size. SMEs benefit from some proportional measures (lower fine caps, simplified processes, regulatory sandboxes), but the core obligations are the same. If you use a high-risk AI system, you must comply.
"We can wait until 2026." The prohibited practices and AI literacy obligations are already enforceable as of February 2025. And even for the high-risk provisions taking effect in August 2026, implementation takes time. Starting now is not early — it is necessary.
"We just use ChatGPT, so it does not apply to us." Using ChatGPT or similar tools makes you a deployer of a general-purpose AI model. Article 4's AI literacy requirements apply to your staff. And depending on how you use the tool, it could be part of a high-risk system. Using ChatGPT to draft marketing emails is minimal risk. Using it to screen job applications could be high-risk.
"Compliance is too expensive." The cost of non-compliance is far higher. Beyond fines (up to 7% of turnover), there are reputational costs, market access restrictions, and the operational disruption of having an AI system pulled from the market. For most organisations, the biggest compliance cost is staff training, which is an investment that pays for itself through better AI use.
